An approved sample, incumbent part number, photos with critical dimensions, and a clear description of function can start discovery. A controlled specification is required before production.

Do custom parts always require tooling?

No. Tooling depends on process, geometry, tolerance, and available factory assets. We separate tooling, sample, and production economics in the quote.
